I bought a car for $2.99 but never received it.

Buying the DLC only unlocks it for purchase in the car dealerships. You still have to buy it with in-game credits, or tokens, if you want it in your garage.

Exactly. I believe the description of the item you purchased reads: “in-game credits required to add vehicle to career garage”.
