I may have just crawled from under a rock but is it some bug or do the Ultimate Edition owners have to buy this DLC??
Ultimate/Car Pass stated the the contents were six packs from October to March. The Duracell Car Pack announcement and March 31 Week in Review also reiterated that statement that that was the last pack included in the Car Pass.
