How do you determine the best class that each car should run in? Some I’ve found to work best in their own class while some run two or more classes above the original. I’m trying to work out where each car should typically run though some of my favorites have tunes in multiple classes (Ferrari CS, GTO, Mazda Furai, and the Imprezas). I’ve also noticed that some cars may be tuned way above their class but may not have the top speed or launch to really be competitive (Mazda Familia and others.).
Trial and error (mostly error?) Hammer to fit, bend to suit? Check the Leaderboards, but for the love of your deity don’t live by 'm! Sounds like you’ve some favorites already… In other words - keep doing what you’re doing.
There are some cars that are good in almost all classes. Scooby, Evo, Escort Cosworth, RS200, etc. A lot of D and C cars are good for a if tuned correctly. Engine swap are very helpful for speed, but make sure the rest of the car can handle it. For example, a Gremlin with stock engine might be good for low-level racing and drifting, but a stock Javelin engine makes it much faster at the cost of handling. I’ve tuned mine for S-Class Drag.
I tend to look at the Body Style and go from there. I used to have all of my Muscle cars down at C, but recently I’ve tuned them all up to A class as they’re all class as sports cars (apart from the El Camino!) and I’ve been smashing some of my own previously long-held lap times. I’ve also done something similar with my set of 50’s/60’s classic cars. Most of them are roadsters and there’s a pretty cool roadster event at B level, so they’ve all been tuned up to there. You should see the Austin Healey Sprite MK1, it’s a pocket rocket.

Oh, and the Smart fortwo. You HAVE to tune this up to a B class. HAVE to. It’s the best B class car in the game when done. Give me a yell for a tune if you don’t believe me.
