No, you don’t need to exploit or hack to get 100% completion, it’s perfectly possible to do legit way.
And no, liveries download counts are a terrible way to count how many people have a specific car. It’s a way of course, but it’s impossible to get results of any relevance using it.

Yes you can get it by legit way, but there is also not so legit way to some time spesific cheevos what you should not get yet. And abaout liveries i was talking abaout cars like those new mustangs, M3 GTR etc that anyone should not have yet but because forza cant fix their game some people allready have those cars.
then explain how people are getting the winter seasonal event achievement without fast forwarding there xbox to a certian date especially if your on the roster
