It’s in the game difficulty settings, should be able to change it just before every race in single player, in the main screen settings, or for multiplayer, click on your gamertag and select assists.

If you’re in a public lobby, click on your name, then go to “assists,” then you can select what to take off/put on
you need to do the 1st race and after you picked your car you can choose assists in the per race menu. (along with diff, tune, practise)
