I had tokens but they disappeared.
This is a known issue. Some players may see their token count mysteriously drop to zero but the tokens aren’t actually lost. Selecting a menu option toward purchasing something with tokens may make them reappear, or try the Troubleshooting steps above. See this thread for discussion.

Tokens are not necessary. It is rather easy to earn more than enough credits to buy the cars you want. If you have VIP you will earn credits faster.

While they may not be necessary, he/she did pay for them either in the marketplace or via the LCE. The response from MOS95B95 is on point.
