Basically, what I’m asking is, if my friend has none of the DLC but I have all of the DLC, would I still be able to play with them?
Are you talking about the first Forza Horizon on the Xbox 360? (It works on the Xbox One too, but it’s a 360 game from 2012)
The DLC for that game are:

Rally Expansion: A different game mode from the main menu. Not related to the main game. He can’t enter this mode if he doesn’t have it.

1000 Club: A leaderboard-type of content. It’s just about doing tasks and it doesn’t affect multiplayer. It can be used in multiplayer but it’s all about you and your medal leaderboard really.
Other. Several Monthly Car Packs: These are just cars and can be used in multiplayer, the other player can see them but can’t use them if they don’t have.

I’m not an english native speaker it’s easier to type he for anything. We also use he and she for animals or objects, the word “it” doesn’t exist here so it’s a bit complicated regarding this non-gendered words like car/table, etc. He is the default, more common word.
“They” also works.
“They” word is complicated as it’s translated to the plural of the third person. And we have also the genders for that. So we have two “they” words.
I can’t naturally use a plural word for singular. I’ve seen that written and it’s counterintuitive.
