Just curious if there is a way to share/download vinyl groups like in Forza 4, is that what the marketplace is going to be for or is there a way to do it now?
Vehicle designs can be shared by completing the on-screen process after saving a design.
Is there any way to download vinyl groups separate? Instead of whole designs?
Yes. While in the paint booth, select the option to apply a vinyl. When in the vinyl selection screen, press ‘Y’ to search for vinyl groups that have been shared by other members.

Can i import my vinyl groups from FM4?
No, you cannot.
You can reproduce them though and they should be both better and somewhat easier the second time.
