Horizon 3 playing with friend?

So I was curious to what options there are for racing with a friend.

My little brother plays the game and can’t figure out how to do it outside of Co-op campaign. How do you get into the same online adventure races or online free roam? I thought maybe once he gets a tier 5 expansion and unlock clubs it would allow this, but have no clue.

The information I have found is very sparse. Would appreciate a clear direct answer on how to do this.

If you click on the friends gamertag theres an option to join their game so you can join the online adventure lobby they are in if the lobby isnt already full
