Everytime I go to storefront or try to gift cars or goto car club it says (This feature is temporarily unavailable) and I never got no indication of me being banned.

The only way to know if you are banned is by checking the message center.
Check the message centre to see if you have been banned from Forza Horizon. If you see “BANNED MESSAGE” in the message centre, I’m sorry but you can’t discuss bans in the Forza Motorsport forums and you would need to email forzafb@microsoft.com in that case, including gamertags used on Xbox Live and include an accurate description of the ban you want T10 to discuss in the email.
