Forza Horizon as a service

Here’s an idea for the next Forza Horizon game. Instead of Forza Horizon 5 why don’t the developers just create Forza Horizon as a service start with a country and then add more cars and countries as well as events to it over the years and let the players purchase what country’s or updates they want . Imagine driving from the UK to Germany or France and then to Switzerland and even the middle east.

Just an idea but It would be a fantastic game.

I also thought about it some time ago. I would like to see my hometown recreated in such game one day!
There are other games like BeamNG.drive with extensive modding support but someone needs to have all those art skills and resources to create world expansions!
And a game like FH has more advanced and optimized graphics and more casual car handling which makes it a better choice for me to explore the map.

What concerns me is that I haven’t seen a proper contiguous world expansion (playing since FH2). And it makes me wonder if it’s possible with their game engine at all.
Sure different world regions could be just loading in separate levels like existing expansions. But with every expansion so far they also experimented with new gameplay elements, and we don’t know how well it went. How many people enjoy these separated levels as much as the original ones? Is it financially worth it?
I’m not sure since we haven’t seen more than a 1-2 expansions for each Horizon game.

There is also always a negative reaction from some players concerning the price of initial game and consecutive DLCs. People think they are robbed… And no matter if this is true or not, such reactions do some harm to such idea.

You can look at how they are doing seasons in FH4 as an example of how to load the different countries after all they would just be map skins. As from the financial side of it you would have a game like FH4 with all it’s content and then they would release paid updates which would include events, cars and a country. It would just be like paying for a new Forza game except its a add on for the service. This would also give the devs funds to develop more add on’s they could also release a 12 month season pass for the content, similar to what Ubisoft have done with Rainbow Six.
