Hey everyone. I’ve been around since forza 2 and just decided to make the jump over to horizon 3 and brought my team with me. Is there still an FMDA rule book or is it just a free for all? I’m still going by the 650hp cap from motorsport

To answer your question, no, FMDA rules aren’t exactly followed anymore. To be honest, Forza Horizon would be most likely considered the “off-season” in comparison to Forza Motorsport when it comes to drift competitions - it is mostly friendly King of the hills and tournament brackets being set up currently. There are, however, a few events going on under Team Vintage Japan that might interest you. The thread is on this same subforum.
Yes there are still events going on FM6, but not on this subforum. Like a guy mention above FH3 is a casual have fun game and too easy. This link should take you one of the best organized comps to help you out sir.
