Eliminator needs normal gameplay

I often notice that the victory of players is only affected by whether they find a level 6+ at the start or not. You can fix this by randomly raising not by 1 level of the car, but by 1-5 maybe more, so that players with levels 2-3 fight in anticipation of getting a cool car, and not just looking for a new one from the drop (which is the logical right decision). The bottom line is that it’s wrong that the winners are mainly those who found a high level at the start and you need to balance it somehow.
