The in-game economy, such as it is, can be found, well, in-game. You earn credits racing or playing the game and spend them to buy new cars and upgrades.
If you’re referring to the Marketplace button in the game that is inactive, it was likely intended to be for DLC purchases and has not been activated because it is entirely unnecessary.
The in-game economy in Forza 5 is an individual experience - presumably to mitigate the influx of hacked and erroneous credits. If you want to make money off of the community, you’ll need to publish tunes and liveries so as to be rewarded when your content is actually used, not purchased. Long gone are the days where there is a credit system vulnerable to cheaters … at least for the foreseeable future.
I don’t think it was changed because of cheating. I mean honestly how many people out of the 5 million who played fm4 actually made money that way, in a game where money was practically unnecessary to begin with considering how many ways it could be made. In forza 5 they’ve basically taken away every way of earning money besides straight up racing. You basically don’t make anything from tunes, paints, drivatar winnings, and you can’t sell your cars. I personally believe it was because of the amount of cars in the game because if we made money like we did in fm4 we’d own everything in a few weeks and/or they did it to push token packs. While I do believe the economy needed tweaking it has basically been taken out of the game. There are ways to get involved more with the forza community with this new economy but it involves using the forums as a storefront which is not really ideal. Its possible they wanted more people joining the forums that’s why they forced this work around, but I just don’t see it as a viable substitution for your own storefront.
