Do all the dlc will be available on both gen 360 and one ???

What I meant is that those who know the answers to many of these types of questions are not going to respond to questions posed on the forums. The information sought by many of these questions is a closely guarded secret to be released according to schedules created well in advance and released through press release/interview/news posting or something similar.
Every one of us will simply have to wait.

since Forza 5 and HZ2 share the same engine, I´d love to have the DLC-cars for HZ2 as well for Forza 5.
Call it cross DLC and I´m sure your fans will love it 
Paying once but getting the stuff for both games.
I think he meant between Horizon 2 on the Xbox one and Xbox 360, but sir, I like your idea.

I’d assume both games would get the same/similar DLC cars, but being different games on different systems, they could easily take them in different directions after that.
I think the most direct official answer we’ve seen so far is “DLC will be available at the same time on each platform.”
We may get more information from Gamescom in two weeks or whenever any Season Pass details might be released, but given the history of not revealing DLC content until the day of its release I would not expect to know whether the DLC will match exactly until after it’s all been released. If DLC content is a concern for a buyer I would suggest holding off on spending money until all the info is available.
