DLC - Unable to access DLC on PC

Hey, i managed this issue only with windows 11 clean reinstall, from a usb. And a funny thing, when i signed in to microsoft store and xbox, my xbox app said that i have an account mismatch with store…i have the 1 account with the same email..but when asked if i wanna use microsoft store data i checked that and now the dlcs work.

Hello, I have not, the problem persists. I have been chatting with a support guy for 25 days now and told them to just close the ticket, that I cba anymore about trying a random fix No.XX… They do not work and I have a life and everything… It’s not my job to run experiments for them. I told them how to replicate the problem, people here have confirmed it, so I will just wait. Maybe it’ll fix itself in a year or 2 or something.

I was having this same issue on Windows 11 (23H2). I was able to fix it using a combination of the DLC Troubleshooting steps.

What seemed to partially fix it was step #10, reinstalling the gaming services app. After doing this, before I could reinstall the app, it said that I had too many devices attached to my account. It then presented me with a list of devices that I could unlink. I removed a few and continued with the installation.

I restarted my computer. Then opened the xbox app, right-clicked on Horizon 5 and went to “Manage” > “Files” tab > “Verify and Repair”. After doing that, it finally seemed to work.

Previous to these steps I also made attempts to sign out/in to the Windows Store and xbox app. Reinstall the DLC. Restarted my computer multiple times. And reset the Windows Store.

I’m not sure exactly what combination of these attempts fixed the issue, but give this a shot and hopefully it will help someone.

I was mainly doing this to get the hotwheels DLC to work that I had purchased months ago, and never played until now. Once it did work, the menu options for hotwheels were still greyed out until I actually drove to the location to activate the event.

Instead of reinstalling Windows completely, I removed my account from my wifes account (both administrators), and created a new account just for me. This saved me a lot of time installing all programs again, and my wife keeps her programs/settings. I just had to enter login information everywhere again.
After initial account setup I linked my Microsoft account to the store and XBOX app, and was able to “install” FH5 and DLC’s again. It just checked the files that were already on the SSD and let me play. Now I can access the DLS’s again…

Since DCL cannot be used normally, as a game company, we should refund the money!

Has anyone solved the problem of DLC being unable to play? My system is Win11, and I have tried many ways, such as resetting related applications, deleting unnecessary devices, reinstalling, and so on.But the problem still hasn’t been solved.I also submitted the work order, but I haven’t received a response yet.My English is so poor that I don’t know if customer service can solve my problem.

I found a solution since it was working on the hdd, I moved only the game to the m.2 without moving the dlc from the hdd and the game works from the m.2 and the dlc from the hdd.

Fixed for me in two steps

  1. Removed some devices from this list as it was at the Max 10 https://account.microsoft.com/devices/content
  2. Sign out then back into Microsoft store app (verified my new pc appeared on Max 10 list)
  3. Unsure if required but I then launched forza horizon 5 from the store app and not Xbox app for first time.

Lots of great suggestions in this thread but thankfully the simple one worked for me.

Odd as I don’t remember getting a warning prompt, and it should show when you try to load installed dlc in game

I managed to fix my how wheels dlc by installing it to the c drive, even though the game itself is in a different one
