Yes, they have said there would be DLC in October. It’s in one of the News Articles. At least, that’s what I remember, if you want a definitive answer, read the latest News.

I just did a quick google search and turned up an article from the Official Xbox magazine talking about the cap pass and how it spans 6 months INCLUDING October. So we should see the first paid DLC car pack in the coming weeks.
