Why is my correct tier level and driving date not displayed ?
When I am posting or looking at posts I have done I see tier 1 and
0 for driving date. This is not correct I am at tier 4 and have been on
since 2012.

The search function is your friend and should be used.
I did ( My game score and/or year of joining and/or rank is not showing correctly, what do I do?
This is a known issue. If this happens, it should only be temporary. Check back later and these details will probably have corrected. )
This has not answered anything, this ( temporary ) problem has been since the forum change.

When I view your posts here, it shows Tier 4 / 3154 Points / Since 2012
When I view my own posts, it shows the stats about half the time, and Zeros the other half (well, it seems like it anyway).
Try logging out completely (both from here and from live.xbox.com) and logging back in. Try clearing your browser cache and / or deleting cookies.
If you still do not see the correct stats, you may just have to exercise some patience until the devs find a fix.
In the meantime, perhaps you might edit your forum signature to show your stats…
