Custom Blueprint Rules of Play ignored during PVP race

I’ve made a custom race that uses rules of play to set Player Objectives, and sets the throttle of one car (in last place) to 0.01 each lap.

All these rules work fine in testing with drivatars, but none of them seem to apply when racing in pvp with a convoy.

Is there a solution for this to get the rules to apply in a multiplayer race? Any advice would be hugely appreciated.
