Kind of defeats the purpose of it if anyone else is paused and they are ghosts in Photomode too.

Just remove ghost mode entirely except for forzathons. Problem solved
Keep cars unhittable but make them appear solid. It looks really stupid having ghost cars driving about.

Yea there really is not a need to have the cars turn ghost when you are close to them as long as there is no collision still. Sucks when you arrive at an event and everyone parks next to each other then turns invisible so no one can see each others cars.
