Any item “Under Review” is in the possession of Turn 10 for examination and verification of a possible violation of the Xbox Live Code of Conduct. If it is a livery which you were given, and you attempted to sell it, perhaps the person who gave/sold it to you didn’t tell you the item was stolen.
You just need to wait until Turn 10 either issues a ban or release the item.
