Car stats bugged?

Hi guys i tried to google this but no results, but are the car stats bugged? or am i missing something how they work?

I have a E30, it have according to the stats a mediocre 6,5 in speed, yet it is my fastest car with a top speed around 250 mph?, i do full tunes btw like chancing the gearing

The SHALB stats are not affected by tuning, only by the parts fitted and a lot of the gearbox swaps will give a low top speed but fast acceleration but can be tuned to much higher top speeds.
