Car disc design not saved

From the beginning of December 2019, I discovered that when publishing a car design, purchased and installed discs for a car wheel are not loaded. For example, I buy and install new discs, then save the design and publish it. But for some reason, in the published designs, I see the disks installed on the car by default.

how did this user upload discs to the public? note all other cars with car rims by default ?
