For all those waiting - looks like the release was a little earlier than normal as alluded to by Mechberg earlier today. Looks like it dropper at midnight PST time which means it is now available for both consoles so stop the crying and get downloading.
I downloading it now from Sweden now
To get mine I had to go to Games in front end and search for Forza Horizon 2 and came up as the 5th hit
