If you go to the leaderboards before you enter the race you can change your rival to whoever you want
When you are in the Rivals lobby, hover over the Rivals event that you want to play. Before starting the event, press the Y button to bring up the leaderboards. Sort the leaderboards by ‘Near Me’ and select the gamertag that is above you/next fastest. When you select the gamertag, you will have an option to set them as your rival. After that is complete, start the event and beat their time.
