I’m not sure if you can do anything about it, but possibly one of the greatest cars ever built is missing my favourite manufacturer colour; namely Tour de France. A strange omission considering your almost obsessive attention to detail.
Are you really, really sure that the Tour de France blue is one of the manufacter colors for the 599 and all of the color parameters - by that I mean RGB/CMYK/HSL are all accurate? If not, I suggest that you can find a color picker app or website that can help you.

Amari supercars in London has one for sale and I have personally seen two others in Italy.
Color Converter, RGB to HEX; convert RGB to HEX, HSB, HSL, CIELab - Wonderful color convertor. You do have to do some basic, basic math to convert the Hue into a Forza usable number.

Just cause it’s not a manufacturer color doesn’t mean it cannot be painted. With such an advanced and amazing painting and livery system in Forza if you cannot find a way to make the car the color you want then what you are wanting may be… … I don’t even know what word to use here - basically, you can paint it that color even if it isn’t in the manufacturer colors.

Ferrari Blue Tour de France is a metallic blue altered to be 0.59 Middle / 0.93 Right / 0.22 Right
– you’ll notice if you select a number you can move the slider and it doesn’t change. That’s because all numbers have a left, middle, and right selector.

Just disappointed really.
I, on the other hand, have managed to stay upbeat and decided that this “issue” does not affect me at all. The fact that ONE particular stock colour option is missing for ONE particular car in a racing game is the least of my concerns, especially with the other small glitches and glaring omissions.
You have been given a solution. Use it.
You know what? i recreated manufacture paint colors that were missing on some cars and then had success in sharing them. You can make credits adding Tour de France color. I would get it.
They definitely aren’t known for their detail lol just have a look at the bug list and see how many things are wrong with cars that will carry on through the games.
