Go to xbox.com and sign in. Then click your gamertag in the upper right, go to profile. Your game clips will appear at the bottom. Clicking on them to view them (not clicking the play button but actually expanding them) will put the link in address bar

Or you can do this : Sign in to your Microsoft account
and just change the gamertag to whomever’s account you want to view.
