Accumulated bans for violations of the Xbox Live Code of Conduct will do that, including three times attempt to sell a Design or Vinyl for which no permission was given by the original artist.
If you wish to protest the March, 2013, September, 2013, June 27, 2014, or August 2, 2014, bans, contact Turn 10 at forzafb@microsoft.com. They handle the enforcement of the Code of Conduct, and there are no discussions on these forums regarding either the bans or the regulations.
